On the Summit of SCO 2012，Chinese leader initiated to build SCO as a Common Interests Group and Community of Common Destiny. This paper analyzes the meaning and character of such a initiation，fundamental ground and preconditions，unfavorable factors，based on these analysis，also made a prediction on its future development. At the end of this paper，also elaborates the rationality and feasibility of this strategy.
