This paper combs and analyzes within the SCO framework the relations between China and Russia，beween China and Russia on one side and the Central Asian member states on the other，and beween Central Asian member states，and issues related to them. The author thinks that some problems between SCO member states are not solved yet，giving rise to some negative impact on the SCO development without damaging the SCO’s foundation. The platform that the SCO provides，and its cooperative effects facilitate its member states to solve problems between themselves gradually.
