2013年，上海合作组织在世界热点问题，特别是在叙利亚、阿富汗、伊朗、反对三股邪恶势力活动等欧亚地区的一系列热点问题上发挥了积极作用。这是与上合组织成立的初衷、宗旨、原则及“上海精神”相吻合的，符合上合组织的活动和发展逻辑。但是，上合组织应加强自己的实力，完善组织结构，争取在国际和地区事务中发挥更大的作用。
The year 2013 witnesses SCO playing a positive role in a series of hot issues and especially in those related to Syria，Afganistan，Iran and activities to rack down on the three strands of evil force in European and Asian regions. This accords with SCO’s original intention，tenet and principle，and agrees with SCO’s organizational activities and developmental logic.
