2013年11月28～29日，上海合作组织成员国政府首脑（总理）理事会第十二次会议在乌兹别克斯坦首都塔什干举行。成员国总理、观察员国相应级别领导人，以及联合国、东盟、独联体等国际组织负责人出席了会议。与会者在友好、建设性和务实的气氛中就世界和地区经济发展的广泛议题，以及发展上海合作组织框架内的经济、人文和安全合作问题交换了意见，达成重要共识，签署了《上海合作组织成员国政府首脑（总理）理事会第十二次会议联合公报》等一系列重要文件。
The 12th Summit of SCO Member State Government Heads’（Premiers’）Council was held in Tashkent，the capital of Uzbekistan，on November 28-29，2013. Present at the meeting were member state premiers，their counterparts of observer states，and responsibles of UN，ASEAN，CIS etc. In an friendly，constructive and pragmatic atmosphere，the participants exchanged their views and reached important consensus on extensive topics regarding global and regional economic development，and the development of economic，humanistic，and security cooperation within the SCO framework，and signed a series of important documents including The Joint Communique of the 12th Summit of SCO Member State Government Heads’（Premiers’）Council.
