日本是个高度重视海洋问题的传统海洋大国和海上强国。近年来，随着海域管辖范围的扩大以及与周边邻国海洋权益争端的日益突出，日本不断出台新的海洋政策、海洋战略以及海洋法律，以积极推动其确立的由“岛国”转变为“海洋国家”的“海洋立国”综合战略。日本在海洋领域的种种举措，将会对东北亚海域、特别是邻国中国的海上安全局势带来重大挑战与影响。
Japan is a traditional great oceanic nation and sea power that attaches great importance to oceanic issues. In recent years，with the expansion of its jurisdictional range of sea area and increasingly protruding of disputes with neighboring countries on oceanic rights and interests，Japan has been constantly enacting new marine policy，marine strategy and law of the sea，thus actively promoting its established comprehensive “oceanic state founding” strategy of transforming from an “island country” to a “sea country”. All sorts of steps taken by Japan in the marine sphere will bring about major challenge and influence to the maritime security situation of Northeast Asian sea area，especially of neighboring China.
