2008年5月缅甸风灾和中国汶川地震的发生,由于灾情严重,人员伤亡巨大,以及两国政府在应对危机时外交措施的强烈反差,引起了国际社会的广泛关注。鉴于此,本文对比研究了近年来亚洲发生的主要自然灾害及受灾国所采取的内政外交政策,指出,由于各国政策取向的不同,灾难外交会产生多种政治后果,如有利于或损害本国国际形象的建立,前者如印度、中国,后者如缅甸;为一国解决民族冲突提供契机,如印尼的亚齐问题和斯里兰卡的泰米尔猛虎组织问题等。最后,本文强调,应该根据各国不同的利益关注点和国情开展防震救灾的地区合作,以便更好地应对来自非传统安全领域的各种挑战。
Both Wenchuan Earthquake and Mymmar Cyclone took place in May 2008,which killed thousands of people and caused serious loss. They also received concerned from international society because of the different measures which Chinese government and Mummer government took.
In this paper,firstly,it concludes the major natural disasters which happened in recent years in Asia and contrasts some countries’ relief measures. Secondly,it argues that the disaster diplomacy produces different political results depending on states’ policy orientation,for example:it is a chance for a state to rebuild or damage its international image,such as India,China or Mymmar;it provides an opportunity for a state to resolve its domestic conflict,such as Aceh issue in Indonesia and Tamil Tiger problem in Sri Lanka. Finally,it points out that it should develop regional cooperation mechanism to deal with natural disaster and and meet inccreasing challenge of non-traditional security.
