2008年5月初，肆虐缅甸的强热带风暴“纳尔吉斯”不仅对缅甸自己而且对国际社会造成了巨大影响。缅甸风灾造成了国际救援危机、重建危机，但同时也给缅甸重新融入国际社会提供了一个机会。救援与重建需要全球合作，反对将救援、重建政治化。与此同时，发挥东盟在重建中的主导作用，特别是机制方面的作用。最后，中国积极推动缅甸的灾后重建也符合中国的国家利益。
Cyclone Nargis occurring in early May 2008 greatly affected not only Myanmar but the international community as well. It caused crises in international relief and reconstruction，but provided an opportunity for Myanmar to reenter the international community at the same time. Relief and reconstruction demands global cooperation and its politicization should be objected to. At the same time，the Asean should play a leading role，especially that in mechanism，in the process of reconstruction. Finally，the active propulsion of the reconstruction in Myanmar is in accordance with the state interests of China.
