在伊朗核问题的形成和发展过程中，国际原子能机构与联合国的作用和角色引人关注。伊朗是国际原子能机构与联合国的成员国，但在伊朗核问题的发展过程中，伊朗与这两个国际组织的关系一直处于紧张状况。伊朗与国际原子能机构在伊朗是否履行和遵守该组织有关决议问题上各执一端。国际原子能机构发表的多个关于伊朗核问题的评估报告成为联合国安理会通过制裁伊朗的重要依据，但它们对伊朗的制约性有限。伊朗仍然希望回到国际原子能机构的专业框架内谈判和解决核问题，但以美国为代表的西方国家则希望联合国通过更严厉的制裁伊朗的决议。
The roles of IAEA and UN on Iran’s nuclear issue catch the attention of the world. Iran is a member of IAEA，but the relation between IAEA and Iran remains tense in the formation of nuclear issue. IAEA and Iran have different opinions on if Iran has kept promise and principle of IAEA. Till now，UN has passed several sanction resolutions on Iran based on IAEA’s reports，but these sanctions have no mandatory measures on Iran. Iran still hopes to discuss nuclear issue with corresponding parties on stage of IAEA，but U.S. and some west countries wish to pass more sanction resolutions in UN.
