中欧和欧美科技创新合作比较研究

文章摘要

本文通过对中欧和欧美之间联合发表科学论文数量、产业的研发投资数额和分布、中欧与欧美之间政府间科技合作协定以及民间科技合作活动、创新人才交流数量等指标进行比较,认为世界上科技创新合作活动仍然主要发生在欧盟和美国之间。中国和欧盟创新合作表现为在政府间协议基础上的自上而下型;美国与欧盟则既包括自上而下型,也有自下而上型。在新兴产业领域,中欧合作主要在基础技术和产品研发层面,而欧美之间则侧重共同研发制定技术和行业标准,反映出欧美两大重要经济体合作抢占制定规则,以掌握未来关键产业竞争优势的利益冲动。通过中欧和欧美之间科技创新合作的比较,提出我国今后调整国际科技创新合作政策与战略的关注重点。

Abstract

With comparative analyses of such indicators as scientific co-publications,the business R&D expenditure in manufacturing by foreign-owned firms in each country,the participation in the EU’s FP7 and Joint Research Centre,the inter-governmental agreements on S&T cooperation,and the mobility of research students and scientists,results of the study indicate that the dominant research and innovation cooperation is still between the United States and the European Union. Their cooperative activities are far more closely than those between China and the EU. S&T and innovation cooperation between China and the EU is characterized as Top-down,while both Top-down and Bottom-up characterize the cooperation between the USA and the EU. Concerned the cooperation in the emerging industries,China and the EU work together in the fields of supporting technology and R&D of products,while the USA and the EU tend to cooperate in setting up rules of standards and measurements in emerging technologies like electric vehicles and smart grids,which lead to an earlier competence in the future industries of great importance to the economy. Results from this comparative study suggest the emphases that our government should put when making up public policies and strategies of involving China in international S&T research and innovation cooperation.
