In 2003-2013，China-EU have advanced cultural exchanges to improve understanding between two peoples. In 2003，China first proposed the idea of enhancing China-EU cultural exchanges. The EU responded positively after it extended its external competence in 2007. “people to people” has eventually become the “third pillar” of “China-EU comprehensive strategic partnership”，side by side with the China-EU trade relations and political dialogue. After decades of development，China-EU relations has established institutionalized，cultural and “people to people” exchanges which play a positive role in China-EU relations.
