本文依据习近平主席在哈萨克斯坦的演讲内容梳理了“丝绸之路经济带”的内涵，分析了建设“丝绸之路经济带”面临的有利条件和不利因素，最后就如何克服所面临的困难提出建议。本文认为，“丝绸之路经济带”构想是有前景的长期战略，目前中方需要加强与经济带覆盖国家的沟通，特别是加强与战略协作伙伴——俄罗斯的磋商，然后制定各方能够接受且可操作的实施规划。
This paper tries to generalize the contents of the “Silk Road Economic Belt” by studying the address made by President Xi Jinping in Kazakhstan，analyse the favorable and unfavorable conditions in building the “Silk Road Economic Belt”，and make some proposals on how to overcome difficulties in the process. As a long term strategic idea，the “Silk Road Economic Belt” has bright prospect. It is important for China to strengthen communication with all countries covered in the Belt，especially with its strategic partner Russia，and frame out implementation schemes that are operable and acceptable to all sides.
