在2007年欧盟制定首份中亚战略文件《欧盟与中亚：新伙伴关系战略》之后，欧盟与中亚的关系进入了一个新阶段。在此战略指导下，欧盟出台了《2007～2013援助中亚战略文件》。本文拟对2007～2013年期间欧盟对中亚国家的发展援助进行叙述和评估，力图对欧盟中亚战略做一检视，也尝试对欧盟下一个周期援助中亚的政策进行前瞻。
Since the European Union enacted its first strategic document on Central Asia，？The EU and Central Asia：Strategy for a New Partnership，the relations between EU and Central Asia entered a new phase. Under the guidance of this strategy，EU published the Strategy Paper for Assistance to Central Asia for the period 2007-2013. This paper is a narration and analysis of EU’s development assistance to Central Asian countries during the 2007-2013 period，and an attempt to reassess EU’s Central Asia strategy and predict its policies toward Central Asia in the following cycle.
