In the EU，the cross-border civil judgment recognition and enforcement issue has been excluded from the EU legislative activities.The laws concerning civil judgment enforcement are diverse in different EU member states.How to improve the effectiveness of cross-border civil judgment enforcement in the EU？The EU-funded project，has conducted comparative research on the civil judgment enforcement system among ten members.One focus is the enforcement issue where debtors’ assets are located in a country other than their permanent residence.The proposals to the EU Commission include the establishment of European assets declaration，European attachment order and so forth.
