我国的保障性住房建设取得了重大的成效,同时存在诸多问题。本文梳理了美国、德国、日本和新加坡等国家的保障性住房的实践经验和政策,认为以下国际经验值得借鉴:政府介入并设立专门机构,市场运作;建立与完善住房保障法规,建立以住房储蓄为核心的保障性住房金融体系;完善保障性住房的供应和退出机制等。在此基础上提出建议:实行住房体系“双轨制”;强化廉租房、弱化经济适用房、逐步取消限价房;构建多元的租房供应体系;控制居住分异,提倡混合;用农村建设用地解决农民工进城住房问题;以财政引导,拉动民间资本进入保障性住房建设;保障住房纳入政绩考核。
>The construction of indemnificatory housing in China has achieved great results,but there are also many problems.The practices and policies of indemnificatory housing of the United States,Germany,Japan,Singapore and other countries are compiled in this article.The following international experience is worth learning:Government intervention and establish special department,the market operation;establish and improve relevant laws and regulations of housing security,create a financial system of indemnificatory housing which take the housing saving as the core.Prefect the supply and exit mechanism of indemnificatory housing.Base on these,recommendations are given:implement the “dual-track strategy”of housing system;enlarge scale of low-rent housing,decrease supply of economically affordable housing and cancel price-limit housing;set up a multiple supply system of rent housing;Control the split of habitation and promote mixing;solve housing problems of off-farm workers who immigrate to city by use the land of rural construction;guide by the status of the finance,and stimulate the private capital to invest the construction of indemnificatory housing;take the housing security into the achievements evaluation.
