新兴经济体面临的最主要发展限制就是资金，国际资本流动既能给新兴经济体带来增值效应，也能够带来经济危机。20世纪90年代以来，国际资本加速向新兴经济体流动。当前，国际资本正加速流向东亚、东南亚新兴经济体。新兴经济体要抓住机会，一方面要全力利用国际资本加速本经济体发展，另一方面要防范由此带来的风险，促进自身经济又好又快发展。
