当前人民币国际化进程举步维艰，重要原因是当前人民币国际化两个“三步走”战略，造成境外居民持有人民币资产的三大需求（交易需求、谨慎需求和投机需求）和持有人民币资产后的三大目标（流动性、安全性和收益性）难以实现。因此，为了同时满足上述三大需求和三大目标，建议对人民币“三步走”战略进行调整，即同步推进人民币的跨境贸易结算职能、人民币金融市场的投资职能和资本项目开放条件下的储备货币职能。
>Currently RMB internationalization process has made slow progress in that two “three-step”strategies of RMB internationalization result that overseas holders of RMB assets can’t meet theirs transaction demand，precautionary demand and speculative demand before holding RMB assets，nor reach mobility，security and profitability three objectives after holding RMB assets.Therefore，in order to achieve these demands and objectives，it’s proposed that “three-step”strategy would be adjusted，that’s to say，the authorities should simultaneously advance RMB settlement function of cross-border trade，investment function of overseas RMB financial market and reserve currency function under RMB convertibility in capital account.
