战略性新兴产业已成为金融危机之后全球产业结构调整的新趋向。战略性新兴产业发展应以市场为主导，以企业为主体，政府应创建有利于创新的制度环境和激励机制。当前，政府应尽快出台战略性新兴产业发展规划，构建战略性新兴产业评价体系，实施积极的财税政策，发挥资本市场支撑作用，鼓励民营企业参与、发挥重大项目带动作用，建立产业投资基金等，加快战略性新兴产业发展。
