加快培育战略性新兴产业要对其进行明确界定，防止一哄而上；要紧密结合资源禀赋及优势，防止盲目发展；要高度重视研发和自主创新，防止低水平重建；要统筹国有企业和民营企业发展，防止厚此薄彼；政策制定要有针对性，防止政策撒胡椒面。建议尽快出台相关国家规划，采取试点先行先试的策略；制定产业重点产品目录，作为政策支持的依据；设立利润、专利、研发、市场占有率等为考核指标；明确加强民营企业作用的发展思路；把支持发展战略性新兴装备制造业放在重要位置，支持相关基础设施建设等。
