城镇化为我国下一步发展提供了巨大的空间，城镇化通过带动收入增长、促进分工深化、拓宽消费空间、引领消费升级，可以有力地拉动居民消费。当前国家应尽快制定农民已有物权的产权确认和流转政策，促进财产城乡有序转换；发挥中等城市就业带动作用，积极鼓励进城农民创业；打破城市“画地为牢”的做法，拓宽城市公共服务体系覆盖范围；完善社会保障体系，建立人口进城转换成本与风险共担的制度；实行面向新入城人口的消费补贴政策，推动消费结构升级。
