>Employment issues are related to people’s livelihood and the social stability.Ensuring full employment is an important task for the government.In order to promote employment，it is necessary to learn from foreign legislative experience，combined with the local factors in China to build a legal system to promote employment.To realize it，currently，we should allocate the legal resources from four aspects.Thus，we can build an orderly institutional effectiveness rating system and can promote the rate of employment fully.
