WTO《补贴与反补贴措施协定》附件一《出口补贴例示清单》的（K）项对官方支持出口信贷做了纪律规定，其中一个重要豁免例外是符合经合组织《关于官方支持的出口信贷的安排》的规定。中国官方支持的出口信贷措施遭到了美国、欧盟等的诟病，指控中国的有关做法违反WTO反补贴协定。本文认为：从构成补贴要素看，中国官方支持出口信贷符合补贴主体、财政资助的特征；在是否构成赋予利益问题以及专向性问题上，中国政府有一定的辩护空间。中国需要完善官方支持的出口信贷措施。
zzThe discipline on the officially supported export credits can be found in paragraph 2 of item （k） of the illustrative list of prohibited export subsidies of WTO SCM agreement. An exception for this kind of export credit is the conformity with the OECD Arrangement on Officially Supported Export Credits （OECD Arrangement）. Recently，the Chinese officially supported export credit is criticized by the U.S. and EU. They claim that China’s practice violates WTO SCM agreement. This paper tries to analyze the Chinese practice from the factors of a subsidy under SCM agreement. This paper agrees that the Chinese practice is a financial contribution by the government. However，there is room to argue over the issue of the benefit and specialty. For its long-term interest，Chinese government needs to reform its officially supported export credit.
