目前我国网络犯罪猖獗，用户信息是黑客窃取重点，信息基础设施存在许多薄弱环节，国家和企业数据安全面临挑战，网络战给国家安全带来威胁。建议制定国家网络安全战略，完善互联网安全法律法规，加强网络安全技术研发，培养综合性网络安全人才队伍，加大舆论和安全意识宣传，提升应对网络战的能力，保护公民合法获取和传播信息的权利。
At present, the network crime rampant in our country, the user's information is the hacker's target, the information infrastructure has many weak links, the national and the enterprise data security faces the challenge, the network war brings threat to the national security. It is suggested to formulate national network security strategy, perfect internet security laws and regulations, strengthen the research and development of network security technology, cultivate comprehensive network security personnel, increase the public's opinion and safety awareness, promote the ability of coping with cyber warfare, and protect the right of citizens to obtain and disseminate information legally.
