文化外交是国家间文化交流发展到一定阶段的产物，随着全球化的深入发展，文化外交逐步发展到公共外交新阶段，成为提升国家软实力和国家形象最有效的重要手段之一。战后韩国的“文化外交”向“公共外交”演进的历史表明，公共外交已经从国家事务的相对边缘地带逐步走向韩国政治舞台中心，这对韩国良好国家形象的塑造与提升发挥了重要作用。
With the in-depth development of globalization，cultural diplomacy，as a product of cultural exchange among countries，gradually developed into a new stage of public diplomacy and became one of the most effective means promoting national soft power and national image. Post-war Korea’s evolution from cultural diplomacy to public diplomacy showed that public diplomacy has been gradually moved into the new historical stage from the relatively low affairs of state to the political center of the country，and played an important role on building and promotion of a good national image of South Korea.
