2012年,塔吉克斯坦政局总体平稳,随着2013年总统大选临近,该国在政治改革方面作出了一些新安排,颁布了相关法律,对政府关键部门的领导人继续进行调整,维护选前政治稳定局面,并使之符合现代政治基本原则。长期困扰塔吉克斯坦的“三股势力”问题依然存在甚至有所反弹,恐怖势力一度在个别地区大规模发动进攻,给国家安全造成严重威胁。经济保持较快增长速度,不同经济领域表现略有不同,加入世贸组织为塔吉克斯坦经济发展带来新机遇。外交领域继续实行全方位、平衡、务实与灵活的外交政策,积极发展与俄罗斯、中国、中亚邻国、美国、欧盟以及其他国家的外交关系。继续开展与上海合作组织的各项合作,努力在上合组织框架内发挥积极作用。
The political situation of Tajikistan remained stable in general. As the presidential election of 2013 approaches, Tajikistan has made some new arrangements in political reform, enacted some new laws, and continued to adjust members of leadership on some key posts in the government so as to maintain political stability before the election, and to ensure that the election meet basic principles of modern politics. Problems caused by the Three Forces which have afflicted Tajikistan for long continue to exist and even made some forceful rebounds in some occasions. The terrorist forces launched some large scale attacks in some regions, and posed a grave menace to the national security. The economy of Tajikistan has kept a fairly high growth rate with slightly varied performances in different economic sectors, and Tajikistan's accession to the WTO brought new opportunities to its economic development. In the field of foreign diplomacy, Tajikistan continued to practice an all-rounded, balanced, pragmatic and flexible diplomatic policy, and actively developed diplomatic relations with Russia, China, neighboring Central Asian states, US, EU and other countries. Tajikistan also continued to cooperate with SCO in various areas, and strived to play an active role in the SCO framework.
