2012年中亚安全形势出现新变化。除传统的毒品走私、水资源争端、边境地区民族冲突等问题外,一些极端伊斯兰势力利用宗教组织和互联网在中亚国家加紧渗透,扩大影响。哈萨克斯坦国内恐怖主义和极端宗教案件明显增加。北约军队即将从阿富汗大批撤离,乌兹别克斯坦和美国的合作再次升温,并再度停止在独联体集安组织活动。这使美俄之间围绕军事基地的争夺加剧,中亚军事安全形势更趋复杂。中亚国家和上海合作组织积极采取措施打击“三股势力”,取得一定成效,但仍需加强团结协作,在严打“三股势力”的同时,妥善应对阿富汗问题。
New changes occurred in the security situation of Central Asia in 2012. Apart from traditionally existing issues such as drug trafficking, disputes in water resources, ethnical strife in border areas etc., some Islamic extremist forces were infiltrating busily in Central Asian states and actively expanding their influences by means of religious organizations and the internet. The terrorist and extremist religious cases have increased markedly in Kazakhstan. NATO troops were to withdraw from Afghanistan in large numbers. The cooperation between Uzbekistan and US was again on the rise and the former again halted its activity in the collective security mechanism of CIS, which resulted in intensified rivalry between US and Russia surrounding the issue of military base, hence increasingly complicated military and security situation of the Central Asian region. The countries of the region and SCO took active measures to combat the three forces and achieved certain good effects, yet their solidarity and cooperation need to be further strengthened to strike at the three forces while properly dealing with the issue of Afghanistan.
