近年来,一大批发展中国家的群体性崛起及南南合作的不断深化,成为推动国际格局演变的重要因素。与此同时,西方发达国家也在积极进行力量重组并推动新一轮国际规则的制订,以延续既有的以发达国家为中心、以发展中国家为外围的国际权力格局。在此背景下,世界各主要国家纷纷调整对非政策,不断拓展在非洲的利益并扩大自身的国际影响力,大国竞逐非洲更趋激烈。国际政治环境的新特点、新变化及大国对非战略的新调整给中非关系的发展带来了挑战,也蕴含着机遇。
The rapid economic development of the developing countries and the increasing enhancement of South-South cooperation have contributed tremendously to a more plural and more balanced development of the global governance system. Meanwhile,to prolong the existing international power structure characterized by developed countries as the center and developing countries as the margin,the Western countries are striving to regroup themselves and formulate new international rules. The United States and France have speeded up their steps to return to Africa and their African policies manifest an outstanding feature of remilitarization. These new features and changes in the international politics as well as the adjustment of the African policies of some great powers have brought new opportunities and challenges for the future development of Sino-African relations.
