2025 is an important time node in the process of promoting the implementation the Outline of the Development Plan for Regional Integration in the Yangtze River Delta，and it is a reference coordinate to witness the implementation of the first stage goals and tasks of the Outline. Based on this，the report focuses on the strategic task of “promoting higher standard collaborative opening up” proposed in the Outline，and combines quantitative and qualitative comparative analysis to comprehensively review the implementation of key tasks in the Yangtze River Delta region over the past six years，such as building a high standard open platform，promoting collaborative opening up and cooperation，and jointly creating an international first-class business environment. It should be noted that high standard open platforms，represented by the CIIE，have achieved outstanding results in joint construction，and the spillover benefits of the CIIE，such as “exhibitors becoming investors”，continue to expand. But with the profound and complex changes in the global economic and trade environment，pressure and difficulties faced by the Yangtze River Delta in promoting higher standard coordinated opening up have significantly increased，and the acceleration of foreign investment capacity transfer and the difficulty of attracting foreign investment in international cooperation parks are high. It is suggested to continue to use high-quality co construction of high standard open platforms such as the CIIE and Hongqiao Business District as the driving force，accelerate the expansion of diversified overseas markets，focus on promoting high-level institutional opening in key areas，continuously achieve the goals and tasks of the 2035 vision，and assist in the construction of a new system and development pattern for a higher standard open economy nationwide.
