粤港澳大湾区碳普惠制度已取得阶段性进展，但仍面临跨部门跨区域联动不足、缺乏协同的碳普惠方法学、信息披露规范与数据共享机制不完善、缺乏统一的碳普惠平台等挑战。基于“一国两制”制度框架，本报告建议从以下维度完善粤港澳大湾区碳普惠治理体系：健全粤港澳大湾区碳普惠协同规则，构建粤港澳大湾区跨部门跨区域联动机制，建立粤港澳大湾区碳普惠方法学协同机制，建立粤港澳大湾区碳普惠信息披露规范与数据共享机制，构建粤港澳大湾区统一的碳普惠平台。
The carbon inclusive system in the Guangdong-Hong Kong-Macao Greater Bay Area has achieved initial progress，but it still faces several institutional obstacles. These include an underdeveloped cross-sectoral and interdepartmental coordination mechanism，a lack of a systematic methodology framework，inadequate information disclosure standards and data-sharing mechanisms，and fragmentation across carbon-inclusive platforms. Within the “One Country，Two Systems” framework，this report proposes several directions to enhance the carbon inclusive governance system in the Guangdong-Hong Kong-Macao Greater Bay Area：developing a unified coordination rule system for the carbon inclusive mechanism；establishing a cross-departmental and cross-regional collaborative governance structure；promoting the integration and standardization of carbon inclusive methodologies；improving the norms for carbon-related information disclosure and data sharing；and building an integrated digital platform for the Guangdong-Hong Kong-Macao Greater Bay Area carbon inclusive system based on blockchain technology.
