As a key manifestation of new quality productive forces，the low-altitude economy plays a significant role in promoting regional economic transformation. This report focuses on the current development of the low-altitude economy in the Guangdong-Hong Kong-Macao Greater Bay Area，identifying major challenges such as talent shortages，immature market conditions，weak infrastructure，and limited capacity for independent innovation. In response，the report proposes targeted development pathways，including establishing government-industry-academia-research-application collaboration platforms to cultivate and attract specialized talent；strengthening infrastructure development and optimizing low-altitude airspace utilization；improving regulatory frameworks and innovating oversight mechanisms；and making breakthroughs in core technologies to advance low-altitude innovation. These strategies aim to provide systematic support for the high-quality development of the low-altitude economy across the Guangdong-Hong Kong-Macao Greater Bay Area.
