As a strategic emerging industry integrating advanced manufacturing and artificial intelligence，the low-altitude economy is rapidly becoming a new engine of global economic growth. Leveraging its robust economic strength，innovation capacity，and vast market potential，the Guangdong-Hong Kong-Macao Greater Bay Area is well-positioned to lead in this field. This report focuses on coordinated development among Guangzhou，Shenzhen，and Zhuhai，aiming to build the Guangdong-Hong Kong-Macao Greater Bay Area into a world-class hub for the low-altitude economy and to seize emerging opportunities for industrial transformation and upgrading. In response to current challenges—including inefficient airspace management，lack of coordinated infrastructure planning，and bottlenecks in core technologies—this report proposes the following policy recommendations：facilitate central-local collaboration to obtain a pilot zone for low-altitude airspace in Guangdong；establish a shared infrastructure platform led by state-owned enterprises；focus on establishing pilot-scale technology verification platforms；innovate operational models to connect with diverse application scenarios.
