As a strategic frontier of China’s economic development and a key hub for scientific and technological innovation，the Guangdong-Hong Kong-Macao Greater Bay Area plays a pivotal role in advancing strategic emerging industries and high-tech sectors. It is also tasked with the vital mission of fostering new quality productive forces. This report establishes a Guangdong-Hong Kong-Macao Greater Bay Area-specific evaluation system for new quality productive forces based on four dimensions：scientific and technological innovation development，green development，talent support development and low-carbon development，and openness to the outside world. Using the entropy weight method，the report quantitatively assesses the development level of new quality productive forces and the performance across the four dimensions in 11 Guangdong-Hong Kong-Macao Greater Bay Area cities. On this basis，it identifies key challenges faced by the region and proposes targeted policy pathways，including strengthening innovation-driven development，optimizing industrial coordination mechanisms，deepening open cooperation，cultivating a green and low-carbon ecosystem，with the aim of promoting the coordinated development of new quality productive forces across the Greater Bay Area.
