As a key coastal city in Guangdong Province，Zhanjiang’s accelerated integration into the Guangdong-Hong Kong-Macao Greater Bay Area represents a strategic choice for its high-quality development. This report focuses on Zhanjiang，exploring the effectiveness and challenges of its innovation-driven reforms in advancing regional coordinated development. It analyzes critical aspects such as infrastructure connectivity，industrial system alignment，and cross-regional governance. The report identifies four major challenges：weak synergy within industrial clusters，limited capacity to attract innovation factors，lagging progress in cross-regional infrastructure development，and inadequate coordination mechanisms across administrative boundaries. To address these issues，the report proposes a reform pathway centered on technological，organizational，and institutional innovation. Key recommendations include strengthening governmental guidance，increasing financial input，optimizing industrial layout，and enhancing environmental protection. These efforts aim to enhance industrial collaboration between Zhanjiang and the Guangdong-Hong Kong-Macao Greater Bay Area，improve regional competitiveness，and provide both theoretical and practical references for the high-quality development of coastal cities.
