2021年的总统选举是蒙古国自1992年实行设有总统的议会制以来举行的第八届总统选举，也是蒙古国新修订的宪法和总统选举法生效后首次进行的总统选举，因此，备受国际国内关注。纵观乌·呼日勒苏赫的竞选纲领、就职演讲及执政经历，他的执政理念主要体现在四个方面：团结、合作；公平、正义；蒙古国资源，蒙古国做主；继续奉行多支点外交政策。本报告主要分析蒙古国修宪后新总统选举过程及总统执政理念落实情况。
The 2021 presidential election，the eighth presidential election since the introduction of a parliamentary system with a president in 1992 and the first since the entry into force of Mongolia’s newly revised Constitution and the law on presidential elections，has attracted international and domestic attention. Throughout the election program，inaugural speech and his governing experience，U. Khojirsulsukh’s philosophy of governance mainly embodies four aspects：unity and cooperation；fairness and justice；Mongolia’s resources，Mongolia’s mastery；and the continuation of a multi-pivot foreign policy. This paper mainly analyzes the election process of the new president of Mongolia after the constitutional amendment and the implementation of his philosophy of governance.
