After the COVID-19 pandemic, the continuous conflicts such as the Russia-Ukraine Conflict and the Palestine-Israel Conflict have exacerbated the world’s unstable situation. The number of refugees has been increasing year by year, creating a new round of refugee waves. Due to geographical, historical and political reality factors, the European Union has become one of the main choices for refugee asylum, shouldering the responsibility of receiving refugees, coordinating and interacting internally, and creating a certain living space for refugees. However,at the same time,it has brought certain challenges to many aspects such as the economy, culture and politics of the receiving countries, which have adversely affected the adjustment of relevant policies and intensified the contradiction between the unified policy of the European Union and the actual policies of various countries. Some countries have shown a relatively prominent shift, such as the Netherlands. As a crossroads of Europe, the political policies of the Netherlands have representative characteristics. This article starts with the current situation of refugee reception in the Netherlands. By exploring the changes in its refugee policies,it analyzes the predicament of refugee governance and points out the tension between humanitarianism and pragmatism behind the right shift of its policies.
