Belgium is the center of Western Europe. Its immigration policy and governance model can be regarded as a microcosm of the European Union. Changes in Belgium’s immigration policy can be seen as a barometer of the EU’s attitude towards immigration. During the 20th century，Belgium has become a permanent settlement country for various types of immigrants，including economic，family，educational，and refugee and asylum categories. Belgium’s administrative structure consists of the federal government and three regional governments（Brussels，Flemish and Wallonia），as well as the division of three language regions，which are respectively responsible for formulating entry and exit policies，immigration integration policies and language learning policies. Such an administrative structure has produced a highly fragmented Belgian immigration policy and affected the social integration of immigrants in Belgium.
