当代欧洲面临多重挑战，其中如何加强国际移民的流动管理与融入是欧盟和欧洲各国政府管理的难题。2023～2024年，法国、德国、西班牙、瑞典等国均进行了移民管理政策的变革，限制移民规模、管治非正规移民、促进移民社会融入成为大多数国家移民管理的重点。移民政策的变革与欧洲政治生态的变化紧密相关，也与欧洲经济对移民劳动力的需求、欧洲移民外交和欧洲社会对移民的态度相关，这些领域的变化也给移民管理变革带来挑战。本报告持续关注欧洲国际移民流动状况，考察移民管理政策的变革，分析欧洲政治、经济、外交和社会变革对移民和难民的影响，对欧洲国际移民的未来发展趋势作出预测。
Contemporary Europe is confronted with multiple challenges，among which the flow and integration of international migrants is a difficult problem for the management of the European Union and the governments of European countries. From 2023 to 2024，countries such as France，Germany，Spain，and Sweden have all made changes to their immigration management policies. Limiting the scale of immigrants，governing informal immigration，and enhancing the social integration of immigrants have become the key focuses of immigration management in most countries. The transformation of immigration policies is closely related to the changes in the political ecology of Europe，as well as the demand for immigrant labor in the European economy，European immigration diplomacy and the attitude of European society towards immigrants. The changes in these fields also bring challenges to the transformation of immigration management. This report focuses on the updated situation of international migration flows in Europe，examines the changes in immigration management policies，analyzes the impact of political，economic，diplomatic and social changes in Europe on migrants and refugees，and makes predictions on the future development trends of international migration in Europe.
