As artificial intelligence enters a new era centered around autonomous agents（AI Agents），knowledge-intensive industries such as law are undergoing profound transformation. Grounded in the latest academic research and industry practices，this study systematically reconstructs the understanding of the changes driven by AI Agents in legal services. It first dissects the core technological framework of AI Agents，encompassing Large Language Models（LLMs）as the cognitive foundation，the “Planning-Memory-Action” loop enabling autonomy，and tool invocation mechanisms. Addressing the specificities of the legal domain，the study explores key technological pathways for building trustworthy legal AI Agents，particularly highlighting challenges in processing legal texts，mitigating “hallucinations，” and constructing dynamic knowledge bases. Through empirical case studies，the report analyzes the application potential and commercial hurdles of AI Agents in scenarios like intelligent legal research and contract review. It delves into ethical and legal challenges such as algorithmic bias and liability attribution. Drawing on global governance practices，including the EU’s Artificial Intelligence Act（AI Act），the report constructs a triangular interaction model of “Technological，Innovation-Business，Integration-Adaptive Governance.” Finally，the report outlines future trends in technology，application，and ecosystem development，offering concrete recommendations for legal service institutions，technology developers，regulators，and educators. The aim is to collaboratively shape an efficient，equitable，and responsible AI-driven future for legal services.
