Guangdong has always been one of the main regions for attracting foreign investment in China. However，in recent years，influenced by the sluggish economic growth of developed countries，the outbreak of the COVID-19，Sino-US trade frictions，and the conflict between Russia and Ukraine and Palestine and Israel，global cross-border investment has not only shown an overall downward trend，but also started to show the characteristics of extremely unstable investment relations between countries，increasing regional differences，changes in the types of investment projects，and obvious industrial differences. This has also led to changes in Guangdong’s policies，industry and production factors to attract foreign investment，constructing a trend to promote the development of investment factors from labor-intensive to innovation driven，from cost center to talent center，and from export oriented to domestic demand oriented. To help foreign enterprises take root and strengthen the investment attraction in technology and green services，and high-end manufacturing，Guangdong should conduct an investment attraction strategy with institutional openness as the guide，technological innovation as the foundation，and market construction as the lever. One is to accelerate institutional opening up，enhance the attractiveness and quality optimization of foreign investment. The second is to enhance its position and criticality in the global value chain and supply chain，becoming a core point that is difficult to bypass in global cross-border investments. The third is to eliminate market segmentation within the province，facilitate the flow of commodity factors，and create a more fair，efficient and standardized environment for foreign enterprises to compete.
