2023年4月20日，越南政府发布国会通过的《关于2021～2030年国家总体规划及至2050年愿景的决议》。这是越南首次制定国家级综合发展战略规划，具有重大战略意义和深远影响。规划编制历时两年多，严格按照《规划法》制定方向、编制文本，并遵照程序组织评审、提请政府审议、吸收中央委员会意见、提请国会审议通过，旨在解决发展瓶颈问题，推动包容性、快速和可持续发展，以实现2030年和2050年战略愿景。规划涵盖经济社会空间发展、城乡体系发展、海洋空间发展等主要内容，重点是推动科技创新、数字化转型、绿色转型和循环经济发展。
On April 20，2023，the Vietnamese government issued the “Resolution on National Master Plan for 2021-2030 with a Vision to 2050”，which marks the country’s first comprehensive national development strategy plan and carries significant strategic importance and far-reaching impact. This paper outlines the background，process，main contents，as well as the status of overall planning system of Vietnam，with an aim of providing a reference for related researchers.
