In December 2024,U.S. President Biden long overdue Africa visit took him to Cape Verde and Angola, trying to demonstrate the importance he places on the continent, and further solidify his policy legacy in Africa before leaving office. Biden’s visit reflects the characteristics of his administration’s Africa policy, which, driven by great power competition, has comprehensively increased diplomatic, economic, and security investments in Africa to maintain U.S. influence and counter the expanding presence of China and Russia on the continent. Biden’s adjustments to U.S. Africa policy have achieved some positive results, providing essential resources to support African development. However, the U.S. continues to approach its relationship with Africa from the perspective of great power competition, inevitably relegating Africa to a marginal position in U.S. foreign policy. As a result,U.S. commitments to cooperation with Africa have struggled to be fully implemented. The incoming Trump administration is also expected to bring greater disruption to U.S.-Africa relations, ushering in an era of comprehensive reshaping of ties between the U.S. and Africa.
