Integrating the hydrogen fuel cell vehicle（HFCV）industry into Guangzhou’s long-term strategic urban planning for 2049 is of great significance. It not only facilitates the transformation and upgrading of the city’s automotive sector but also helps Guangzhou gain a competitive edge in the global hydrogen energy race. Currently，the city’s HFCV industry faces a range of obstacles，including the absence of a dedicated industrial plan，limited self-reliance in core technologies，underdeveloped hydrogen industry standards，insufficient demonstration and application scenarios，immature commercialization models，and high hydrogen prices along with costly hydrogen refueling station construction. These challenges have significantly hindered the industry’s shift from technological experimentation to large-scale deployment.

In response，several targeted policy recommendations are proposed. First，Guangzhou should enhance technological capabilities across the entire hydrogen value chain，including production，storage，transportation，and refueling. Second，it is essential to expand the demonstration and practical applications of hydrogen fuel cell vehicles to accelerate market acceptance. Third，the city should increase the localization rate of key components used in hydrogen fuel cell systems. Fourth，continue to promote the development of fully integrated hydrogen fuel cell vehicles. Fifth，Guangzhou needs to improve strategic industrial planning and strengthen policy support.
