广大归国留学人员是国家的宝贵财富，是推动社会发展的重要力量，在城市国际化、新质生产力发展等方面发挥重要作用。本报告基于优化归国留学人员服务的思路，采用定量与定性相结合的方式，对荔湾区归国留学人员的创新创业服务工作进行了深入分析。结果显示，受访者在对创新创业服务给予积极评价的同时也面临一些困难，需要地方政府持续优化相关服务，其中人才引进和财政支持是改善创新创业环境的关键要素。为持续优化归国留学人员创新创业环境，应进一步完善归国留学人员创新创业服务体系，提升归国留学人员的满意度和归属感，从而吸引更多的归国留学人员为荔湾区的经济社会发展贡献力量。
Returnees constitute valuable national assets and serve as important forces driving social development，playing significant roles in fostering new quality productive forces for urban internationalization. This report adopts quantitative and qualitative methods to conduct in-depth analysis of innovation and entrepreneurship services for returnees in Liwan District，based on the perspective of service optimization. Findings indicate that respondents generally provide positive evaluations of these services，while facing certain difficulties requiring continuous government service improvements，with talent recruitment and financial support being key elements for enhancing the innovation ecosystem. To further optimize the environment for returnees’ innovation and entrepreneurship，local governments should strengthen targeted service provisions to improve satisfaction and sense of belonging，thereby attracting more returnees to contribute to local socioeconomic development.
