放眼全球，人工智能呈现前所未有的创新活力和竞争态势。广州正全面加速推动国家新一代人工智能创新发展试验区和国家人工智能创新应用先导区建设，丰富拓展人工智能服务新场景，推进人工智能产业高质量发展。本报告在全球人工智能快速发展的背景下，提炼了国内外人工智能发展标杆城市的特色做法，重点聚焦广州人工智能产业的比较优势与关键挑战。在此基础上，提出了广州抢占人工智能创新高地的建设思路，强调通过构建“立体化生态协同、场景化生态培育和全球化生态链接”三位一体生态战略，以推动广州抢占全球人工智能创新高地，建设成为全球人工智能生态建设标杆城市。
Globally，artificial intelligence is demonstrating unprecedented innovative vitality and competitive dynamics. Guangzhou is comprehensively accelerating the development of the National New Generation AI Innovation Development Pilot Zone and the National AI Innovation Application Pioneer Zone，while expanding new AI service scenarios to promote high-quality development of the AI industry. Against the backdrop of rapid global AI advancement，this study synthesizes best practices from leading domestic and international AI development cities，with particular focus on Guangzhou’s comparative advantages and key challenges in AI industry development. Building on this analysis，the study proposes strategic approaches for Guangzhou to establish itself as a global AI innovation hub，emphasizing a trinity ecosystem strategy encompassing “three-dimensional ecological collaboration，scenario-based ecological cultivation，and global ecological connectivity” to position Guangzhou as both a global AI innovation leader and a benchmark city for AI ecosystem development.
