At present，the People’s need for a better life is growing day by day，and the demand for new consumption industries such as marine sports and leisure，sailing sports experience is increasing day by day. In recent years，Qingdao，Sanya，Shenzhen，Zhuhai，Xiamen and other coastal cities have launched sailing，held sailing events，the development of the sailing industry. Among them，Qingdao has been developing the sailing sport and the sailing industry since the 2008 Olympic sailing competition in Beijing，and has been praised as “the world famous sailing capital” by General Secretary Xi Jinping. Kiel，Germany，is recognized as the “sailing capital”. Taking Qingdao and Kiel of Germany as examples，this study uses quantitative and qualitative methods to evaluate and analyze the urban competitiveness of sailboat sport and sailboat industry development，and on this basis，puts forward four policy recommendations，it tries to provide theoretical reference and intellectual support for cities to promote sailing and the development of sailing industry.
