现代海洋产业体系是海洋强国建设的坚强支撑。为深入研究中国海洋产业发展和竞争力水平，本文选取中国11个沿海省份作为参考样本，结合《中国海洋统计年鉴》数据，构建了由4个一级指标、11个二级指标组成的海洋产业竞争力评价指标体系，利用熵权 TOPSIS法对2018年、2019年和2020年的海洋产业竞争力进行评价，并从合理配置资源、增强创新能力、优化海洋产业结构、重视海洋环境保护等方面提出对策建议。
The modern marine industry system serves as a robust pillar for the construction of a marine power. To deeply investigate the development and competitiveness of China’s marine industries，this study selects 11 coastal provinces in China as reference samples and constructs an evaluation index system for marine industry competitiveness，comprising 4 first-level indicators and 11 second-level indicators，based on data from the China Marine Statistical Yearbook. The entropy weight TOPSIS method is employed to evaluate the marine industry competitiveness for the years 2018，2019，and 2020. Countermeasures and suggestions are proposed in terms of rational resource allocation，enhancing innovation capabilities，optimizing the structure of the marine industry，and prioritizing marine environmental protection.
