建设海洋强国是中国式现代化的重要战略任务和应有之义，海洋经济已经成为中国国民经济的重要组成部分。为科学把握世界海洋发展趋势，推动青岛海洋经济高质量发展，打造具有独特优势和领先地位的现代海洋城市，服务和支撑新时代海洋强国建设，本文基于世界范围内关于海洋经济或蓝色经济的差异化认知，以世界海洋国家、国际组织和城市为研究对象，总结分析了其发展方向、重点领域和主要措施，并结合青岛现代海洋城市建设，从战略、科技、产业、开放、生态、文化等方面提出对策建议，为全国沿海城市发展海洋经济提供参考。
Building a marine power is an important strategic task and inherent requirement of Chinese-style modernization，with the marine economy becoming a significant component of the national economy. To scientifically grasp the global trends in marine development，promote the high-quality development of Qingdao’s marine economy，and foster a modern marine city with unique advantages and a leading position，thereby supporting the construction of a marine power in the new era，this paper，based on the differentiated understandings of the marine or blue economy worldwide，takes marine countries，international organizations，and cities as research subjects to summarize and analyze development directions，key areas，and major initiatives. Combining these insights with the construction of Qingdao as a modern marine city，strategic suggestions are proposed in terms of strategy，science and technology，industry，openness，ecology，and culture. This paper also provides references for the development of marine economies in coastal cities across China.
