Cross-border direct investment faces grim prospects now and for some time to come，inflicting complex and severe challenges on Guangzhou’s foreign investment. In the past decade，Guangzhou has maintained a steady growth in foreign investment by actively introducing incentive measures，but it still fell short of the requirements of hub-based global cities around the world. Guangzhou should actively respond to the call of the Municipal Party Committee for “second entrepreneurship” with hub-based global cities as the benchmark. It should focus on the primary task of high-quality development and intensify efforts to attract and utilize foreign investment. In terms of attracting key investors，it should prioritize existing ones before new comers to avoid any loss. In terms of region-specific investors，it should continue to maintain good rapport with investors from Hong Kong and Macao，expand cooperation with those from Japan and South Korea，and make adjustments to those from Europe and America. In terms of industries，it should focus on reviving secondary industry while promoting tertiary industry，and seek to integrate the two industries. In terms of investment environment，it should strive to build an innovative one，pooling resources and optimizing efficiency. In terms of investment guidance，it should insist on improving the capacity，promote transformation，and enhance influence. In terms of investment paths，it should explore pilot programs，build networks，and level the playing field，creating the optimal investment destination preferred by global investors.
