Faced with the increasing demand from the public for urban public open spaces and significant fiscal pressures，Washington D.C. and New York City have recently detailed plans that incorporate both ‘hard’ and ‘soft’ measures for urban parks and open spaces. These plans aim to increase the quantity，improve the functionality，and enhance the quality of these spaces while ensuring their positive and sustainable operation. For Chinese cities，there is a similarly urgent need to promote the growth of urban public open spaces through a combination of ‘soft’ and ‘hard’ measures. This report introduces the basic logic and key initiatives used by U.S.cities to develop urban public open spaces and further provides several suggestions to promote the growth of public open spaces in Chinese cities.
