在土地稀缺的新加坡，通过城市设计，即使建造了密集、高耸的建筑，市民仍能获得优质的生活环境。新加坡重建局于2023年发布了《个性与宜人之城》，该报告着眼于城市设计策略如何提高了城市地块及城市形态的可识别性和形象性，以造就个性与宜人的新加坡。本报告在该报告的基础上，介绍新加坡个性与宜人之城的内涵及城市设计准则，从宏观、中观、微观三个尺度介绍新加坡提升城市可识别性与居民归属感的城市设计策略，并从设计理念、设计策略等维度提出塑造城市个性，迈向宜人城市的对策建议，为中国城市发展提供参考。
In land-scarce Singapore，urban design ensures that citizens can enjoy a high-quality living environment even amidst dense and towering buildings. The Urban Redevelopment Authority（URA）published “A Distinctive and Delightful City” in 2023，focusing on how urban design strategies have enhanced the recognizability and imageability of urban spaces and forms，creating a distinctive and delightful Singapore. It presents urban design strategies that enhance the recognizability of the city and residents’ sense of belonging from macro，meso，and micro scales. Additionally，the paper offers policy recommendations for shaping the city’s personality and moving toward a more delightful urban environment，based on design principles and strategies，with implications for urban development in China.
