斯特拉斯堡大都市区自2010年开始探索循环经济发展模式，最初专注于废物减量化，2019年制定了详细的循环经济路线图，将循环经济原则融入公共采购和运营，促进了区域资源效率提升，但仍然存在诸多挑战，如法规制定、政策协调和融资不足，以及缺乏对循环商业模式的激励措施等。2023年，经合组织基于与斯特拉斯堡大都市区50多位利益相关者的政策对话，对加速本区域循环经济转型提出了关键治理建议。中国城市和区域可借鉴其经验，通过强化源头减量、绿色消费和生态设计、健全统计与评估体系等，进一步推动循环经济高效发展。
Since 2010，Strasbourg has been exploring a circular economy development model，initially focusing on waste reduction. In 2019，it developed a detailed circular economy roadmap，integrating circular economy principles into public procurement and operations，which has promoted the improvement of regional resource efficiency. However，several challenges remain，such as regulatory development，policy coordination，insufficient financing，and the lack of incentives for circular business models. In 2023，based on policy dialogues with over 50 stakeholders from the metropolitan area，the OECD proposed key governance recommendations to accelerate the region’s circular economy transition. Chinese cities and regions can learn from this experience by strengthening source reduction，promoting green consumption and eco-design，and improving statistical and assessment systems to further promote the efficient development of circular economy.
